Minutes of Meeting - West Ealing Neighbours - 9th April 2008

1. Public Meeting - 24th April

 
Three topics will be discussed:-
 
Regeneration - David Millican would like to present.  Marianne Downie is also attending.  David asked DM for the process and timetable.

Kevin Mconnell will be talking about trading in West Ealing specifically in relation to stalls on the pavements.


Richard Mchardy from the Council will also talk on alcohol licensing.
 
Gill suggested something on the fruit wing and carrier bags.  Also WEN to report back on SEAL, update on Lido Junction.
 
DG to design leaflets along the lines of ‘find out about the latest on....'  To be completed by Thursday 10th and e-mailed to everyone.

2. Regeneration of West Ealing


Most of £2m will be spent in next financial year 2009/10 not 2008/2009.  The reason for this is the council have to plan how the money is going to be spent.  The council are potentially going to recruit someone to look after West Ealing and the spend.
 
£100k has been spent so far for a strategy for regeneration of Ealing.  Tibbalds are producing this report that has been delayed by several months.  They have had to include The Leaf development and Dickens Yard as the plans stand despite the fact that there have been major objections to The Leaf in particular. West Ealing centre research has not been constrained by 'givens' like Leaf and Dickens in W5 centre - so the report could be potentially more useful for West Ealing centre.
 
May 2nd is when the report is likely to be public.  Cabinet meeting on 6th May to discuss this report.
 
The Council have given developers until15th April to declare an interest in Green Man Lane. They are looking for a shortlist of 3-5 developers. 
 

3. SEC
 
A SWOT analysis was completed by the group.  Some individuals even came up with plans for a new Ealing centre.
 
Dickens Yard plans have still not been revealed.
 

4. SEC and Culture

 
A sub group of SEC met at Ann Pavett's house.  Bob Gurd and Corinne Templar were in attendance.  There was a heated debate on the definition of culture.  Ann Pavett wanted more facilities for young people aged 17-19 primarily. This group is just the beginning of the whole debate on culture in Ealing.
 
There will be further meetings on this subject.
 

5. SEAL

 
Eric has attended 3 meetings with the Council on the spend the council has set aside for heritage lampposts.  SEAL has specified primary and secondary roads for the lampposts.  SEAL gave the council a choice of roads - Green Avenue and Conningsby Road were chosen by the Council from the SEAL short list of four roads for the trial. There will be a trial of different neck/lantern designs (4) in these roads and residents will be asked to look at them. English Heritage will probably give a grant to seal to help out with the trial.  The trial will commence in June.  SEAL thinks there are 4 potential contractors.
 

5. CPZ's

 
EL has been looking to see what the policy is.  There is a draft document out but it does not constitute a policy.  The councillors decide what the policy is. This appears to be the policy!
 

6. Jacobs Ladder

 
Reply from Network Rail states it will be replaced as part of Crossrail.  The lights are the council's responsibility and the faults have been reported to them and we believe the lights are being sorted out.

8. Abundance Project

 
GA went to see Linda Massey, Chair of Boston Manor Residents group.  She runs the Café in Boston Manor Gardens.  Run by volunteers.
 
WEN will have a stall on September 7th at Brentford Festival.  WEN will advertise a workshop cookathon on Saturday 18th October at 5.00pm.
 

9. Waitrose and Sainsbury's

 
It cost Sainsbury's £15k to replace lost trolleys on a budget of £1,500! The Manager is still intending to complete the replacement of 'free' trolleys with £1 coin ones to minimise their loss and reduce the number left abandoned in local streets
 

10. Shopping Bags

 
GA e-mailed Colin Izzard a new member of WEN, as yet she has received no reply. GA will progress chase.
 

11. Membership

 
254 members.

12,000 hits for March 2008.

13. Ealing Community Network Panel

 
DH has volunteered to be put his name forward for the panel that will be run by Ealing Council for Voluntary Service.  The panel will look at plans for major housing developments and suggest appropriate community facilities. 
 

14. AOB

 
WEN was contacted regarding improvements to Lido Junction.  WEN has submitted their response.
 
In addition Five Roads Forum, KRA, and Walpole Residents also received questionnaires for their views.
 
Public consultation has not started yet.  WEN thinks that in the next couple of months we will hear something.
 
DH is trying to find out about the refurbishment West Ealing Library.
 
Next meeting Saturday 10th May at the Drayton at 12.00pm - All members welcome.
