Committee Minutes of Meeting - West Ealing Neighbours - 4th June 2008 Drayton Court

Dickens Yard - do we have, or need to have, a WEN view on this?

EL has been very active in working with SEC on WEN's behalf, and provided the committee with a detailed analysis of the concerns he and SEC have with the current Dickens Yard proposals.

WEN are part of Save Ealing Centre (SEC) and fully support their intentions to get the best for the Dickens Yard.

WEN is particularly concerned that there has been a breach of the planning strategy defined by the council in 2002 and 2004 with respect to the volume of new flats being proposed, and how this lack of following strategy could have implications for the Green Man Estate.

EL - "The Council's current Town Centre Improvements Strategy (adopted in 2002) incorporated in design brief for Dickens Yard, stipulates that only 600 new housing units can be built in Ealing Metropolitan Centre until 2012. Over the last three years, 736 new flats have either been built or are being built in the Ealing Metropolitan Centre."

 

The Tibbalds report - our reaction and priorities and to Green Man Lane plans etc

 
WEN is concerned that the Council has arranged to have a meeting to cover the report, yet it will only be in Ealing Town Hall,  and that there will not be one in West Ealing.

The meeting to discuss the Tibbalds report is on Thursday 19th June from 6.30 to 9.30 in Victoria Hall in the Town Hall and the draft agenda is:

    * 6.30 Arrival and refreshments
    * 7.00 Welcome and Introductions - Cllr David Millican
    * 7.10 Ealing TC Framework - Brendon Walsh
    * 7.30 Round table discussions - your views
    * 8.30 Feedback from discussions
    * 8.45 Next steps and Q&A
    * 9.15 Close

There will be smaller breakout round table discussions in West Ealing, which WEN will be part of.

It is expected these will be attended by Brendon Walsh, and Councillor Millican.

WEN is concerned about the suggestions to replace the heritage fencing that fronts Dean Gardens.

The Tibbalds Report has been adopted as "Material Consideration" by the Council, GA suggested that the WEN 10 point plan ought also be adopted as "Material Consideration" by the Council with respect to West Ealing Regeneration.

Finances / Donations


AC brought up that we have ~£170 in the WEN bank account. The Committee agreed that this should be used for three main expenditures:

1.      Hiring of venues for public meetings ~£30-40 per event

2.      WebSite hosting fees ~£40 per 2 years

3.      Future leaflet campaigns ~£240 for 13,000 to all W13 residences

Save Ealing's Centre (SEC)

 
EL very active on this front, stated much positive work is being done  by this group.

SEC and Culture

SEAL


 EL - Slow progress is being made here at present. Disappointingly the Council organised a meeting with SEAL members and did not turn up to it. There seems to be little in formal documentation covering intentions in this area by the Council. A trial of the refurbished lamp posts was due to take place in July in some streets, with the work being done by March.

Ward Forums and finding attendees for Ealing Broadway and Northfields meetings

DH's email requesting WEN members to volunteer to attend ward forums outside committee wards was a success with a member signing up to attend the Ealing Broadway forum and report back to WEN.  We still need someone to attend for Northfields, EL may step in here if required.

CPZs

CPZ's are slowly encroaching Westward into the last bastions of free parking. Still a lack of Council policy, only a process, despite much pressure to be provided one by WEN.

Abundance

GA restated that there are two Abundance events have been scheduled:

Sept 7th - Sale of produce from stall in Boston Manor gardens
Oct 18th - Cookathon in Boston Manor cafe
 

Waitrose and Sainsbury's

Waitrose has been collecting quotes for improving the fencing and sound buffering associated with this for the area between the car park and railway tracks, and has settled on one, so progress is being made here. Yet the issue of replacing the broken blinds on the shop front to alleviate light pollution for residents in the night time is still open.

Sainsbury's the number of non coin operated trolleys is reducing further, as the last few get deposited here and there around the borough. EL spotted one on Drayton Bridge Road, and DH has seen that some people have now taken to storing the last few in their gardens.
 

Shopping Bags

No progress here. GA offers committee members lessons on her sewing machine. Discussion sparked possible ventures into using "Social Enterprise" or other pools of volunteer labour groups as potential bag makers.

 GA - action item to make each committee member a bag in time for the next meeting.  

Recent drugs raid in and around Chignell Place and complaint from one of our trading members about police behaviour

DH raised concerns over a recent drugs raid where Police bundled suspects into 2 local hairdressers as opposed to Paddy wagons, upsetting the owners and customers.

DH to ask of the Police what the reasons for this were, as it showed little respect for these business owners and their clients.

GA - large folder of the NATS efficiency review consultation ia available from the library. GA rightly concerned about proposed increase of air traffic concentrated over the Uxbridge Road corridor through West Ealing. Report stipulates a 10% rise to 20 planes an hour when the wind is Easterly by 2014. If runway 3 gets approval it is estimated flight rates would rise by a further 40%, clearly this would have further negative impact.

EL - suggested fuel price rises may help solve this issue.
