Minutes of WEN Committee meeting on Saturday 13th December 2008

1. Planning for Annual General Meeting

EL's idea to invite Sir Peter Hall to speak was enthusiastically approved.  If he is available late January/early February we'll ask him to speak on the future for West Ealing.

DH asked if everyone present was willing to stand again next year and all were.  DH to ask absent committee members if they are willing to stand again.

2. Council Meeting on Dean Gardens and Melbourne Ave

All agreed it was an important step to at last have a meeting held in West Ealing.  At least 30 residents attended on a cold night.  Different views on way the meeting was held but DH felt the work of the three groups was useful in giving feedback on the Council's ideas e.g. expanding play areas in Dean Gardens.

Marianne Downie of the Council's regeneration team has suggested a follow up meeting with WEN in early February.

All agreed we need to keep pressing for this sort of meeting to continue to be held in West Ealing. All agreed also that WEN should produce its West Ealing version of SEC's vision document.

3. Green Man Lane 

DH summarised what he saw of the Dominion group plans at last Saturday's exhibition.  Unfortunately WEN had not been told of this exhibition or the one last Saturday by the London & Quadrant consortium. We only found out about the  meetings by chance.

DH said the basic plan by Dominion is to base their plans around crescents and a clear walk way from Jacob's Ladder to Singapore Road.  The plans also included a budget hotel and gym roughly where the multi-storey car park is, along with a multi-purpose town square almost opposite the mosque so it could be used as a car park on Friday prayer times.  

EL very keen to check that the Council is flowing proper planning procedures and consultation for this development.

WEN very keen to see some form of police station/shop front as part of this development. DH mentioned to Dominion that they might consider inviting the Grosvenor House surgery on to the site as the current surgery has no on-site parking.  

DH to pursue a meeting with Sarah Parker and her residents group.

All to read and comment on paper outlining criteria for assessing plans for the Green Man Lane development.

4. SEC

EL said SEC's A Vision for Ealing Broadway Town Centre document will be launched on 20th January.  

There has yet to be a decision by the Planning Inspector on the Rights of Way question over Dicken's Yard.

The Council's planning committee meeting to decide the Glenkerrin application for the Arcadia site will be on Wednesday 17th December.  Allison Franklin will be one of the six speakers speaking against Glenkerrin's plans.

EL noted that he has been asked why WEN has not been more active in its opposition to the Dicken's Yard and Glenkerrin applications.  GA reminded the committee that WEN decided earlier in the year to support SEC and its aims and we have been doing so.  DH said he did not think we have the mandate from members to go any further than this.

GA suggested it is important that WEN learns from how these two planning applications have progressed. In both cases it rather looks that the developers have tried to wear down opposition by drawing out the process and so take the heat out first time then come back with a variation on their plans and get an easier ride. EL offered to write up what's been learnt so far.

The Mayor of London is due to give his decision on Dicken's Yard on Wednesday.

5. SEAL 

A very successful public consultation on the two lamppost options with over 800 people responding.  96% of those replying liked the new lamps and preferred the ‘tear drop' design lamp.  Some concerns over the amount of light getting in to people's bedrooms, though these lights do have an adjustable back plate which should deal with this concern. The Council is aiming (optimistically?) to complete the work by April 2009.

GA suggested we could establish a WEN Council Official of the Year.

EL said it's important WEN receives some of the credit for saving these lampposts.

6. January Newsletter 

DG to write a piece on the Abundance project and DA  on the impression of West Ealing from a visitor.

Action: DG, GA & EL

7. Abundance

Francesca from Cook to Cook has offered to teach a group of 10 to bake bread on the understanding that this knowledge is passed on as with the recent Jamie Oliver TV series. 

Diane will take on the blog for the Abundance project and start in January.

8. Food Shop Reviews 

DH will compile a list of all the food shops in West Ealing and suggest a framework for these reviews.  Once agreed DH will ask all members to contribute.  The idea behind these reviews is to raise awareness of what a great selection of food shops there are in West Ealing in order to encourage more local shopping.

9. Ward Forums 

DH to circulate a list of wards and forum dates.

10. Lido Junction 

All agreed to the proposal to ask other local residents groups to join a consortium which will then lobby the Council and TfL for action to improve this dangerous junction.

11. Accounts

12. Membership 

298 members.

13. Committee New Year Dinner 

Possible dates Wednesday 21st or 28th January at Mangal restaurant. 

14. Next meeting 

Wednesday 14th January, 8pm at the Drayton. All members welcome.
