MINUTES OF WEN COMMITTEE MEETING 9TH MAY, 2009 Drayton Court Pub Present: David Highton (Chair) - DH Gill Adams - GA Allison Franklin - AG Diane Gill - DG Andrew Cazalet - AC Chris Gilson - CG Nick Greenhalgh - NG Eric Leach - EL Frank Proud - FP Apology: Sally Greenbrook - SG 1.Matters Arising from Last WEN Meeting Ealing Broadway Station environs gritting/salting during heavy winter 2009 snowfall Freedom of Information request - EL said no content bearing response as yet from Ealing Council (EC). Nature of CPZ Reviews raised as 2009/10 Scrutiny topic. EL said no response yet from EC. EL met up with John Beeston of Ealing Passenger Transport Users Group (EPTUG) and passed on to him a number of WEN's public transport concerns, which include Lido Junction, Crossrail West Ealing and a new bus service linking Perivale and Brentford. EL agreed to write to John to supply more details. EL has joined EPTUG. Action: EL 2. Next WEN Public Meeting Mid-June target date to be able to include West Ealing LDF. GMLE and Lido Junction would be the other significant meeting topics. Venue priority target list Dean Hall, St Johns/St James churches. DH has tried but failed to hire a room at The Islamic Centre. Action:DH 3. Green Man Lane Estate (GMLE) 7 April EC Cabinet chose A2 Dominion/Rydon and it was revealed that the 10 acre site would be sold by EC. This surprise information possibly explains why the October 2008 Developer's Brief was never put into the public domain. EL is horrified by this and is writing a WEN paper which will describes the pitfalls of the privatisation of the public realm. Action: EL Planning Application : early 2010 Building work would commence: 2012 Building work would finish: 2020 DH attended GMLE Joint Working Group meeting and posed questions to EC. Why sell the land? How and when will Public Consultation be carried out? With whom will the consultation be carried out with? Questions are yet to be answered. Ian Jones a consultant working for EC on GMLE wants to meet WEN to explain the EC strategy and tactics re GMLE. DH to organise with EL attending. Action: DH & EL 4. Lido Junction A meeting is being arranged with WEN, KRA, Chris Veasey, Colin Izzard and possibly John Beeston EPTUG on 020 8998 0999 (see above) to discuss how we proceed in conceiving a plan to make this junction safe for pedestrians and for it to contribute to an improved north/south vehicular transit. Action: DH 5.Regeneration DH and EL met up with Ealing Metropolitan Centre West Ealing Centre Manager Nick West-Oram on 5 May. WEN thinks that Nick is trying to do a good job. DH and EL are meeting Nick again on 2 June. Action: DH & EL EC will not release the results of the Public Consultation on possible Dean Gardens ‘improvements'. AF, NG and EL were unhappy with this and want the EC to tell us why this is the case. Plans for Dean Gardens and Melbourne Avenue are not yet finalised and costed. The EC Parks Department will be the ultimate decision maker about priorities for Dean Gardens improvements. EL said this was a little worrying given the safety problems the Parks Department have made in creating a dangerous new gate on Culmington Road in Lammas Park North. Action: DH Various ideas were discussed with regard to St James Avenue. DH will contact Richer Sounds re possible use of the windows in the empty shop to display historical and informational material. Crowds gathering and occasional violence around this area calls out for some action. EC has had exploratory talks with a market management company who might run a second Saturday market in St James Ave. Action: DH EL said that he would be canvassing support at various West Ealing Forums over the coming weeks for the creation of ‘friends of' voluntary organisations for all our parks - Dean Gardens, Drayton Green and , Cleveland Park and Lammas Park. Action: EL 5. SEC EC's Brendon Walsh has said that EC is spending £1.5 million to fight (SEC) in the Government's Arcadia Public Enquiry on 23 June. EC and Glenkerrin have hired probably the most expensive and high profile Planning Barristers and Solicitors in England. EL did speculate whether this was good use of residents money by EC - given that 1,000s of residents objected in writing to the various Glenkerrin Arcadia plans. EL is preparing the Social and Community Infrastructure component of the SEC's ‘Proof of Evidence'. Action: EL 6. Abundance Project Planning meeting 8:00pm Tuesday 12 May at Drayton Court and Baking Day 2:00 to 5:00pm 6 June at St James Church. Action: GA & DG 7.Food Reviews 10 completed out of 26. Action: All 8. SEAL Project going well and accelerating.100 old post have been recently removed from Boston Manor and rapid progress is being made now in the antique re-lighting of 12 streets in Northfields and around Lammas Park. 9.Inclusion Policy and Forum Rules DG produced an inclusion policy which we all reviewed. GA had specific feedback which she will incorporate into DG's draft. Action: GA CG produced a set of Forum Rules which he gave to DH, our Forum Moderator. Action: DH 10. Local History Project DH, CG, Elizabeth Highton and David Shailes met up recently to discuss. David Shailes has written a history of Fielding School and has collected a lot of local historical data. A WEN History Group has now been formed. Action: DH 11. Local Development Framework (LDF) DG has read the draft LDF Strategy document. Public Consultation on some kind of précis of this will take place in June/July, 2009. The West Ealing LDF process and content is very important to WEN. What will emanate from it could be more sites for dense residential development in W13. A request for a. EC briefing on West Ealing LDF has had no reply. Action: EL 12. Twitter Up and running! Facebook to come. Action: CG 13. WEN Constitution To be discussed at the next WEN Meeting 14. Ward Forums Walpole WF at St James at 7:00pm on 14 May. The Lammas Gate issue is bound to be raised. 15. Membership and Web Site 311 members. NG to explore Google analytics/stats to give us all web site usage figures. Action: NG 16. 24 Hour Drinking Licence Application in Uxbridge Road WEN will object to it. Action: DH 17. Cavendish Avenue Waste/Recycling DH to investigate Action: DH 18.
